President Bola Ahmed Tinubu Has Approved The Appointment Of Dr. Alhaji Umar Bukar As The 2nd Substantive Rector Of The Federal Polytechnic Monguno

The Honourable Minister of Education, Dr. Tunji Alausa has conveyed President Bola Ahmed Tinubu's approval of the appointment of Dr. Alhaji Umar Bukar as the Rector of the Federal Polytechnic Monguno, Borno State.

The appointment is for a single tenure of five (5) years in accordance with the Federal Polytechnic Act (2019, as amended) with effect from Monday, 16th March 2026.

Dr. Alhaji Umar is a respected academic, agricultural economist and experienced administrator with nearly three decades of professional experience spanning higher education, public administration agricultural development and institutional leadership. 

Born on 27 August 1969 in Monguno Town, Monguno Local Government Area of Borno State, he has distinguished himself through a career defined by dedication to scholarship, public service and community development.

Dr. Alhaji Umar began his early education at Monguno Central Primary School before proceeding to Government Science Secondary School Monguno, where he studied between 1982 and 1988. He later obtained a National Diploma in General Agriculture from Ramat Polytechnic Maiduguri between 1989 and 1991. His passion for agricultural development and education led him to further his studies with an Advanced Diploma in Agricultural Economics and Extension Management at Abubakar Tafawa Balewa University. He also earned a Postgraduate Diploma in Education from Kashim Ibrahim College of Education, in addition to a Diploma in Computer Application and Appreciation.

Driven by a strong commitment to academic excellence, Dr.Alhaji Umar pursued his university education at the University of Maiduguri, where he obtained a Bachelor of Agriculture (B. Agric.), Master of Science (M.Sc.) and later a Doctor of Philosophy (Ph.D.) in Agricultural Economics in 2023.

His professional career began in 1995 when he joined the Borno State Local Government Service Commission, serving in the Agricultural Department of Monguno Local Government Area until 2013. During this period, he held several leadership and administrative responsibilities that contributed significantly to grassroots agricultural development and governance. Notably, he served as Vice Chairman of Monguno Local Government Council between 2002 and 2003, where he played an important role in local administration and community development initiatives.

In addition, he served as a Board Member of the Borno State Agricultural Mechanisation Authority (BOSAMA) and worked as a Facilitator with the Borno State Agricultural Development Programme (FADAMA/BOSADP), where he contributed to agricultural extension services and rural livelihood improvement programmes. Earlier in his career, he also served as a District Delegate to the National Constitutional Conference in 1994, reflecting his long-standing involvement in national development processes.

In 2013, Dr. Alhaji Umar joined Ramat Polytechnic Maiduguri as a Lecturer in the Department of Agricultural Technology, through dedication to teaching, research and institutional service, he steadily rose through the academic ranks to attain the position of Chief Lecturer.

Throughout his academic career, he has held several strategic leadership positions within the institution. These include Head of Department of Agricultural Technology, Pioneer Head of Department of Agricultural Extension and Management, Chairman of the Ramat Polytechnic Farm Management Committee (2018–2024), and Dean of the School of Agricultural Technology. In these roles, he provided leadership in academic planning, research coordination and practical agricultural training.

Dr. Alhaji Umar has also played a key role in the development of Federal Polytechnic Monguno, particularly during its formative years. He served as a Pioneer Member of the Governing Council from 2022 to 2023, where he contributed to several strategic committees including the Finance and General Purpose Committee, Project Monitoring Committee, Industrial Harmony Committee, and the Staff Appointment and Promotion Committee. His involvement in these committees helped shape critical policy and administrative decisions during the early stages of the Polytechnic’s development.

Furthermore, he served as Acting Head of the Department of Agricultural Technology during the NBTE Resource Visitation Exercise in 2024, contributing to academic quality assurance and programme development within the institution.

As a committed scholar, Dr. Bukar has published numerous academic papers in reputable national and international journals. His areas of research include agricultural marketing, climate change adaptation strategies, resource-use efficiency in agriculture, irrigated and vegetable crop production, postharvest management, food security, environmental economics and rural development. He has also presented scholarly papers at several national and international conferences organized by professional bodies such as the Nigerian Association of Agricultural Economists and the Agricultural Society of Nigeria.

Dr. Alhaji Umar is an active member of several professional associations including the Nigerian Association of Agricultural Economists (NAAE), Nigerian Society of Agriculture (NSA), and the Agricultural Extension Society of Nigeria (AESON). In recognition of his commitment to peace advocacy and global engagement, he has also been honoured as a United Nations Pollac Foundation International Peace Advocate.

Beyond his academic and professional accomplishments, Dr. Bukar is widely respected for his strong commitment to community development, youth mentorship and educational advancement. He has served as Chairman of the Parents-Teachers Association (PTA) of Monguno Model Academy and has also supported several youth, educational and community development initiatives as an adviser and patron.
