NWU Vice-Chancellor Professor Amina Salihi Bayero Unveils “PRECISE WIND” 14-Point Agenda

Northwest University Kano on Wednesday, 21st January 2026, recorded a major milestone with the formal unveiling of the 14-Point Agenda, christened PRECISE WIND, by the Vice-Chancellor, Professor Amina Salihi Bayero. The historic event took place at the Professor Hafiz Abubakar Auditorium, City Campus, and attracted a large turnout of staff and students.

The unveiling marked a significant step in the university’s quest for academic excellence, institutional efficiency, and sustainable development. The PRECISE WIND Agenda, which represents the personal five-year strategic agenda of the Vice-Chancellor (2025–2030), aligns squarely with the mission and vision of Northwest University Kano. It is designed as a clear roadmap that, when fully implemented within the lifespan of her tenure, is expected to reposition the university among the leading institutions of higher learning in Nigeria and beyond.

The acronym PRECISE WIND encapsulates the core strategic pillars of the agenda. It stands for Partnership and Engagement; Power and Security; Ranking and Globalization; Excellence in Academics and Research; Consolidation; Innovativeness and Entrepreneurial Skills; Sustainability; Ethical Behaviour; Welfare; Infrastructural Development; Inclusive Leadership; Neatness and Health; and Digital Transformation. Collectively, these focus areas define the Vice-Chancellor’s vision of building a resilient, globally competitive, ethically grounded, and socially responsive university.

In his welcome address, the Chairman of the Organising Committee, Professor Sabo Abdullahi Albasu (Mayanan Gaya), briefly outlined the mandate of the committee and the rationale behind the development of the agenda. He emphasized the importance of the PRECISE WIND framework to the overall growth of the university and its immediate communities, describing it as a timely and well-thought-out initiative aimed at addressing both present and future institutional needs.

Delivering her keynote address, Professor Amina Salihi Bayero took the audience through the philosophy, content, and expectations of the 14-Point PRECISE WIND Agenda, which she intends to faithfully implement throughout her tenure as Vice-Chancellor. She carefully explained what each component of PRECISE WIND represents, what it seeks to achieve, and how it will transform teaching, learning, research, administration, infrastructure, welfare, security, digital systems, and community engagement within the university. The Vice-Chancellor stressed that the success of the agenda depends on collective ownership and commitment, calling on staff, students, and stakeholders to embrace and actively participate in the implementation process.

Demonstrating her administration’s resolve to move swiftly from planning to action, the Vice-Chancellor immediately inaugurated the 14 PRECISE WIND Committees at the end of her speech. Each committee was mandated to oversee and drive one specific agenda point, with a charge to pursue their responsibilities diligently and religiously, in line with the strategic vision of the university and the Vice-Chancellor’s agenda.

An acceptance speech was delivered by Professor Mansur Ibrahim Mukhtar, one of the committee chairpersons, on behalf of all the committees. He expressed gratitude to the Vice-Chancellor for the confidence reposed in them and assured the university community of their commitment to effective service delivery and faithful implementation of their respective mandates.

Members and chairpersons of the 14 committees were strategically drawn from across major units, departments, faculties, and directorates of the university, reflecting inclusiveness, competence, and institutional balance. The event was also graced by the full complement of the University’s Principal Officers, highlighting the collective support of the university leadership for the successful implementation of the PRECISE WIND Agenda.

The unveiling of the PRECISE WIND 14-Point Agenda stands as a defining moment in the leadership of Professor Amina Salihi Bayero and signals a new chapter of purposeful planning, shared responsibility, and transformative growth for Northwest University Kano.
