According to the Board, the policy is aimed at curbing impersonation and examination malpractice, citing findings from the 2025 UTME Infraction Report which revealed that over 90% of offenders were already students attempting to manipulate the system.

JAMB emphasized that the UTME is strictly for candidates seeking fresh admission into higher institutions. Candidates who conceal or falsify their admission status risk severe penalties, including withdrawal of previous admission, cancellation of registration, and possible prosecution under existing laws.
