"We Have Zero Tolerance for Corruption," Says FUL VC as ACTU and ICPC Visit Management
The Vice Chancellor of Federal University Lokoja, Professor Gbenga Solomon Ibileye, has reaffirmed his administration’s commitment to transparency and accountability, declaring that the university management maintains zero tolerance for corrupt practices.
Professor Ibileye made this known on Friday, April 24, 2026, while responding to comments when he received members of the Anti Corruption and Transparency Unit, ACTU, of the university alongside the Desk Officer of the Independent Corrupt Practices and Other Related Offences Commission, ICPC, for Kogi and Kwara States.
Setting the tone, the Chairman of ACTU in the university, Professor Danda Tanko, explained that the unit serves as an arm of the ICPC within the institution, with the responsibility of reducing corruption to the barest minimum across the university community.
He said ACTU exists to advise, sensitise and monitor ethical conduct among members of the university while also carrying out preliminary investigations and forwarding reports to the ICPC for further action.
In his remarks, the ICPC Desk Officer for Kogi and Kwara States, Manniru Muhammad, congratulated Professor Ibileye on his emergence as the fourth Vice Chancellor of Federal University Lokoja.
He explained that the ICPC established ACTU in federal institutions as part of efforts to educate public officers, prevent corruption and encourage accountability.
According to him, ACTU is not a committee created by universities but a structure established by the ICPC, dating back to 2001, to support anti corruption activities within public institutions.
Muhammad stated that ACTU is empowered to carry out several responsibilities of the commission within institutions except the prosecution of suspects.

He urged the university management to create a budgetary provision for ACTU activities to strengthen collaboration with the ICPC and enable the unit to discharge its responsibilities effectively.
Responding, the Vice Chancellor, Professor Gbenga Ibileye said his administration is built on openness and integrity, stressing that the university would continue to strengthen preventive measures against corruption through awareness and institutional reforms.
He noted that while ACTU does not possess prosecutorial powers, the unit plays an important role in carrying out preliminary investigations and promoting ethical conduct within institutions.
