During a visit by NTI and NABTEB officials and students to the Apugoeze Study Centre in Enugu, Onwuegbu expressed his commitment to fostering a culture of literacy in rural areas and providing educational access to indigent individuals. In a significant move, he revealed that he personally funded admission forms for 240 candidates from the three council areas of his constituency, covering various education programs.

The lawmaker pledged to cover tuition fees for 300 NTI program candidates and an additional 300 NABTEB students, including expenses for the May/June 2024 examinations at Akpugoeze. Emphasizing the value of education, Onwuegbu stated, "The greatest asset one can give to humanity is education," highlighting its enduring impact compared to material assistance.

Acknowledging the importance of reaching rural areas, Onwuegbu accepted the proposal to name the Apugoeze Study Centre after him but urged the establishment of similar centers in all 41 wards of the Greater Awgu constituency. He emphasized the need to prioritize education over other infrastructure projects, stating, "illiterate mind is sickness forever."

Expressing his determination to take the program seriously and avoid politicization, Onwuegbu appreciated NTI for the initiative and urged the coordinator to seek approval from the state government for maximum support. The NTI Coordinator, Mrs. Amaka Onyia, appealed to the lawmaker to further support the study center, emphasizing that this initiative would reduce illiteracy in the constituency.
In response, Dr. Ben Onwudinjo, the center's coordinator, formally presented the scholarship scheme to Onwuegbu and named the study center as the "Anayo Onwuegbu Study Centre." He projected the graduation of 300 teachers annually over the next three years, addressing local needs and potentially exporting skilled educators beyond the state borders.
