Nigeria’s efforts to curb certificate fraud in its education and public service system have entered a stricter phase as the National Youth Service Corps (NYSC) introduces a new requirement for prospective corps members: a mandatory compliance certificate from the Nigeria Education Repository and Databank (NERD).
The policy is designed to strengthen verification processes and ensure that only properly authenticated graduates are mobilized for national service.

New Verification Rule Targets Certificate Fraud Under the updated mobilization framework, graduates seeking admission into the NYSC scheme must now present a NERD compliance certificate as part of their documentation. The certificate will serve as proof that academic records have been properly verified and stored within the national education databank system.
The move is aimed at reducing cases of fake degrees, identity manipulation, and irregular academic records that have occasionally undermined the credibility of Nigeria’s mobilization process.
The Director-General of NYSC, Brigadier General Olakunle Nafiu, announced the development during the 2026 Batch ‘B’ Pre-Mobilization Workshop held in Abuja. The workshop focused on improving accountability and addressing gaps in the mobilization process.
According to him, the introduction of the NERD compliance certificate aligns with broader federal efforts to sanitize the education system and ensure that only qualified graduates pass through the NYSC scheme.
He also emphasized the importance of collaboration between institutions and regulatory bodies in achieving a more transparent system.
NYSC leadership urged universities, polytechnics, and other Corps Producing Institutions (CPIs) to properly sensitize students about the new requirement. Institutions are expected to ensure full compliance and accurate documentation of student records before mobilization.
Brigadier General Nafiu also stressed that combating certificate fraud cannot be achieved by NYSC alone. He called for stronger coordination among education regulators, security agencies, and institutional stakeholders.
Role of Education and Regulatory Agencies
The workshop brought together key stakeholders in Nigeria’s education sector, including the Joint Admissions and Matriculation Board (JAMB), National Universities Commission (NUC), National Board for Technical Education (NBTE), and the Federal Ministry of Education.
Technology partners such as SIDMACH Technologies were also present, alongside more than 260 Student Affairs Officers from tertiary institutions nationwide.
Their participation reflects a coordinated push toward improving data integrity and strengthening oversight across Nigeria’s higher education system.
The Director of Corps Mobilization, Mrs. Rachel Ideawor, highlighted the workshop as a key platform for improving collaboration between NYSC and tertiary institutions.
While acknowledging improvements in the system, she noted that gaps still exist in the management of student data and records. She urged Student Affairs Officers to maintain strict accuracy and professionalism in handling prospective corps members’ information.
Her message emphasized that institutional integrity begins with proper documentation and responsible record-keeping.
The introduction of the NERD compliance certificate comes amid growing national concerns about fake certificates, admission irregularities, and weaknesses in verification systems across some institutions.
Authorities say the new requirement will strengthen confidence in Nigeria’s education-to-service pipeline and reduce opportunities for fraud.
With the new policy in place, prospective corps members should expect stricter documentation checks before mobilization. Universities and polytechnics will also likely face increased pressure to ensure accurate data submission and compliance with national standards.
As Nigeria continues to reform its education oversight systems, the integration of digital verification tools like NERD signals a shift toward more centralized and transparent academic record management.
