Otuaro Urges PAP Scholarship Students in Foreign Universities to Justify FG’s Investment
Dr. Dennis Otuaro, Administrator of the Presidential Amnesty Programme (PAP), has called on students benefiting from the programme’s foreign scholarship scheme to demonstrate the Federal Government’s investment in their education by excelling academically.

Otuaro made this appeal during a meeting with PAP scholarship students currently studying in the United Kingdom on Sunday.
In a statement released by his Special Assistant on Media, Mr. Igoniko Oduma, on Monday, Otuaro emphasized that the academic performance of these students is crucial in justifying the substantial investment made by the Federal Government. He highlighted the impressive track record of the PAP scholarship scheme, which has produced numerous graduates with first-class and second-class upper divisions in competitive fields such as the sciences and clinical sciences.
Otuaro encouraged the students to uphold the standard of academic excellence established by their counterparts in Nigeria, noting that many PAP graduates have gone on to contribute significantly to national development in their post-graduation endeavors. He assured the students that his administration is committed to enhancing the scholarship scheme to bridge the human capacity gap in the Niger Delta.
Otuaro also reiterated his commitment to prioritizing the scholarship and welfare of students, both in Nigeria and abroad, under the ongoing reintegration phase of the programme. He stated that this aligns with President Bola Tinubu’s vision for peace, security, stability, and socio-economic development in the Niger Delta, as outlined in his Renewed Hope Agenda.
The PAP Administrator conveyed President Tinubu’s satisfaction with the academic achievements of PAP scholarship students and the President’s strong commitment to supporting initiatives in education and vocational training for Niger Delta youths. Otuaro expressed gratitude to the President for his continued support and urged the students to be exemplary ambassadors of PAP, their communities, the Niger Delta, and Nigeria at large.
