In a letter addressed to the House of Representatives, Tinubu pointed out that Section 22 of the bill grants the state governor authority over the disposal of the university's land. He argued that, as a federal institution, such power should rest with the President, not the state government.

Beyond legal concerns, the President also flagged several typographical errors in the bill. These include the misspelling of "statutes" as "statues" in sections 13 and 15, the omission of the preposition "of" between "award" and "degree" in Section 25(4)(b), and the incorrect spelling of "one-third" as "on-third" in Article 4(3) of the third schedule.

Tinubu urged lawmakers to correct these issues and resubmit the bill for approval. His decision underscores the importance of precision in legislative drafting to ensure clarity and legal accuracy in the establishment of federal institutions.
