ADSU 4th Inaugural Lecture: Prof. Umar Advocates for Radical Reforms in Governance, Security, and Social Justice

Adamawa State University has reaffirmed the importance of academic scholarship in addressing societal challenges as it hosted its 4th Inaugural Lecture on Tuesday 31st March, 2026.

Speaking at the event, the Vice Chancellor Adamawa State University, Mubi Professor Augustine Clement, emphasized that inaugural lectures remain a vital academic tradition that allows scholars to contribute meaningfully to national discourse and societal development.

The lecture was delivered by a renowned Professor of Criminology Professor Saidu Tunenso Umar, was titled “Dynamics of Democratic Governance, Justice and Security: Nigerian Trajectory on Community Policing, Justice, Youth, and Women Inclusiveness.” It drew participants from across the academic community, including staff, students, and invited guests.

In his presentation, Professor Umar examined pressing national issues such as insecurity, governance deficits, and social exclusion. He criticized the high cost of political campaigns in Nigeria, noting that it continues to sideline young people from active political participation. According to him, the dominance of affluent and, in some cases, corrupt political actors has contributed significantly to poor governance outcomes.

The scholar also raised concerns about the state of juvenile justice in Nigeria, citing instances where minors are subjected to abuse and, in extreme cases, torture within the system. He called for urgent reforms aimed at ensuring accountability, protecting vulnerable populations, and promoting inclusiveness.

On the issue of security, Professor Umar highlighted the rising wave of insecurity in the country and advocated for a more effective and experienced security architecture. He identified community policing as a viable strategy to address these challenges but stressed the need for proper organization, coordination, and public reorientation to ensure its success.

In his remarks, Professor Clement described Umar as an outstanding scholar whose work has significantly impacted students and contributed to research in democratic governance, youth empowerment, and women’s inclusion. He reiterated the university’s commitment to generating knowledge that informs public policy, empowers communities, and strengthens democratic institutions.

He also reassured the university community of continuity in the inaugural lecture series.

The event concluded with a vote of thanks delivered by the Deputy Vice Chancellor (Academics), Professor Aliyu Jibrilla, who expressed appreciation to attendees for their participation in the landmark academic event.
