The administrative hierarchy of the Michael Okpara University Of Agriculture [MOAU], is pivotal in steering the institution's governance, ensuring smooth functioning, and maintaining a focus on academic excellence. The university's principal officers and statutory committees play crucial roles in decision-making and policy implementation.
Chancellor:
At the apex of the hierarchy is the Chancellor, appointed by the President and Commander-in-Chief of the Armed Forces, who also serves as the Visitor of the University. The Chancellor presides over Convocation meetings for degree conferrals and holds authority over proposals for honorary degrees.
Pro-Chancellor and the Governing Council:
The Pro-Chancellor, appointed by the Visitor, doubles as the Chairman of the Governing Council. This council oversees the University's policy, finance, and property matters.
Vice-Chancellor: As the Chief Executive and Academic Officer, the Vice-Chancellor, appointed by the Visitor, directs the overall activities of the University, reporting to the Governing Council.
Deputy Vice-Chancellor(s): One or two Deputy Vice-Chancellors, responsible for academic and administrative matters, assist the Vice-Chancellor and may act on their behalf when needed.
Registrar: The Registrar, the Chief Administrative Officer, is responsible for the day-to-day administration and serves as the Secretary to the Council, the Senate, Congregation, and Convocation.
Bursar: The Bursar, the Chief Finance Officer, oversees the financial affairs of the University, reporting directly to the Vice-Chancellor.
University Librarian: Responsible for library administration and service coordination across the University, the University Librarian reports to the Vice-Chancellor.
Statutory Committees of the University Council:
1. Appointments and Promotion Committee (A&PC): Handles senior staff matters, appointments, and promotions.
2. Finance and General Purposes Committee (F&GPC): Manages financial matters.
The F&GPC includes the Pro-Chancellor, the Vice-Chancellor, Deputy Vice-Chancellor(s), and six other Council members appointed by the Council. The Director-General of the Federal Ministry of Education or their representative also participates in the committee.

Congregation: Comprising key university personnel, the Congregation discusses matters affecting the institution's interest and welfare. It includes academic and administrative staff, the Registrar, Bursar, Librarian, Director of Works, Director of Physical Planning, Director of Academic Planning, and the Director of Health Services.
Convocation: This assembly includes the Chancellor, Pro-Chancellor, Vice-Chancellor, Deputy Vice-Chancellor(s), Registrar, Bursar, Librarian, all teachers, and graduates of the university. Convocation has the significant responsibility of appointing a member to the Council.
