Yusuf Abubakar Habu M.Sc., B.Sc., GCSI., FIICA is a distinguished Nigerian, teacher and detribalised fellow whose life trajectory has been measured by the barometer of vision, astuteness and chatacter. 

Born in Fufore, North-East Nigeria of Adamawa State in January 1953, this affable gentleman began academic odyssey in 1959 at Aliyu Mustapha Primary School where he obtained his First school Leaving Certificate with distinction. 

This was followed by the West African School Certificate bagged from Government Secondary School, Yola in 1969 having began his high school journey in 1965.

Between 1970-1971, Yusuf Abubakar obtained a Higher School Certificate (H.S.C.), Cambridge from Government Secondary School, Yola. 

In 1975, he graduated with distinction from the Ahmadu Bello University, Zaria where he bagged a Bachelor of Science Degree in Government. Following this in 1980 from the University of Warwick Coventry, West Midlands England where he bagged MS.c in Management. 

His career progression has been smooth and steady having transferred from the defunct Gongola State Civil Service to the mainstream Federal Civil Service in January 1985 as an administrative officer.

His excellent handling of responsibilities has seen him take up some ad hoc tasks within the Public Service like, Deputy Secretary, Transition to Civil Rule Tribunal National Assembly from 1987 to 1990; Executive Secretary Miscellaneous Offences Tribunal Jos Zone from 1990 to 1995; Executive Secretary, Kano State Civil Disturbances Tribunal from 1995 to 1997; State Coordinator, National Civil Registration, Kaduna State on Secondment from the PSO-OHCSF, 2003 to 2005 and State Coordinator National Civil Registration, Nasarawa State from 2005 to date. 

Yusuf Abubakar's sterling qualities have not gone unnoticed hence he has been duly given his flowers and encomiums by different organizations. He got a merit award as Fellow Institute for Corporate Administration (FCAI) from the Institute of Corporate Administration (FCAI) in 2004 for being the best Civil Servant in the Federal Secretariat, Kaduna.

In 2005, the Institute of Industrialists Corporate Administrators F.I.I.C.A. found him worthy of being their fellow due to his proficiency in Corporate Administration.

A Distinguished Merit Award for Excellence was to follow in 2006 from the Institute of Industrialists and Corporate Administrators for his exhibition of effective Management and Control recommended by the Nasarawa State Government. 

To further broaden his horizons, Yusuf Abubakar has attended several courses to include, Advanced Management Course conducted by the Business Education Council, Enugu State in 2004. Report Writing/Minutes Taking)Speech Writing Course organized by the University of Ibadan, Department of Communication and Language Arts held at the National Assembly, Abuja in 1999 and Resource Management Course, organized by the Institute of Industrialists and Corporate Administration at Lafia, Nasarawa State in 2006. 

At a point in the Civil Service, Yusuf Abubakar experienced some stagnation for what was not his making. But following a circular with reference number HCSF/C/676/T/1 dated 24th August, 2024, on the Civil Servant Implementation Committee, item C of the circular authorized a review of the issue at the Directorate level.

After extensive assessment of the whole issue, it was discovered tat he was stagnated for ten years between the post of Chief Admin Officer GL14 and that of an Assistant Director GL15 with no justifiable reason whatsoever.

Following a thorough investigation, the office discovered that during the period under contention, Yusuf Abubakar was was deployed to handle very sensitive committees and tribunals with different mandates and at different locations. It was oberseved by the Head of Service too that he has had steady career promotion up until the period under contention. 

The situation was extensively reviewed after which he got some reprieve. Accordingly, the Head of Service of the Federation approved the review of his placement to the post of Deputy Director (Admin) GL16 notionally with effect from 1st October, 1995. 

This great administrative icon had served as one of the members of the Federal Government Visitation Panel at the Federal Polytechnic,Nasarawa,Nasarawa State from 2010 to 2020, where their findings and recommendations have yielded positive impact which led the Federal Government came up with a white paper on the way forward.

Yusuf Abubakar is married with children. He is a firm believer in collective responsibility, transparency in the discharge of his duties, implementation of lawful orders and proffering lawful options to unlawful orders, commitment and support to his superior officers, and the upholding, protection of service rules and financial regulations.

On July 4th 2024,he was inaugurated as Chairman, Governing Council of Federal Polytechnic, Ukana. He comes with a very rich credential and is expected to  bring his wealth of experience to bear in the discharge of his new assignment.
